The objective of the Scheme is to facilitate installation of new wind-solar hybrid projects at a price discovered through the transparent process of reverse bidding through Solar Energy Corporation of India (SECI), the Scheme’s nodal agency.
The Scheme will be implemented for setting up of 2500 MW hybrid projects on a build, own, and operate (BOO) basis. The eligible bid capacity for bidding will be minimum 200 MW and 500 MW by a bidder with a project capacity of at least 50 MW at one project site.
Under the Scheme, the projects will be defined by separate points of injection into the grid at interconnection/metering point of ISTS substation or in case of sharing of transmission lines, by separate injection at pooling points.
The new guidelines are mandatory under Section 63 of the Electricity Act 2003 and will provide necessary framework and mechanism for transparent bidding process.
This scheme is a step towards implementation MNRE’s Wind-Solar Hybrid Policy which was announced in mid-May this year. The policy purports to provide a framework for promotion of large grid-connected wind-solar hybrid system for optimal and efficient utilisation of transmission infrastructure and land, reducing the variability in renewable power generation and better grid stability.
