The floating solar plants with battery storage are to be set up in Lakshadweep across the eight islands of Agatti – which will feature 3 MW of floating solar and 9 MWh storage – Amini (2.75 MW/8.25 MWh), Chetlat (0.75 MW/2.25 MWh), Kadmat (2 MW/6 MWh), Kalpeni (2 MW/6 MWh), Kavaratti (4.5 MW/13.5 MWh), Kiltan (1.5 MW/4.5 MWh) and Minicoy (3.5 MW/10.5 MWh).
Developers for the projects will be selected through bidding followed by a reverse auction.
The brief scope of work issued includes design, engineering, procurement and supply of equipment and materials; testing at manufacturers’ works; multi level inspections; packing and forwarding; receipt, unloading and storage at site; and installation, erection, testing and commissioning of floating solar PV projects with battery storage systems.
Terms of the deal
The Solar Energy Corporation of India will enter agreement with the selected developers within 30 days from the issuance of the letter of award and the plants must be commissioned within 18 months of that date. Developers are required to provide operation and maintenance of the floating solar PV plant and storage systems for 10 years from the date of operational acceptance of the plant.
During a mandatory demonstration of the projects’ annual capacity utilization factor (CUF), any shortfall from the specified 21.5% will attract damages of Rs5/kWh for each unit shortfall. Any CUF shortfall, however, may be offset by CUF surpluses in other years, subject to the total CUF over the operation and maintenance period being in accordance with the committed target.
The bid submission deadline for interested developers is on April 1. Techno-commercial bids will be opened that day and the date for financial bid opening will be set in due course.
