Uttar Pradesh tenders 25 MW rooftop solar under ‘RESCO’ mode

The rooftop solar systems are to be installed under RESCO model (capital expenditures covered by the installer) on gross-metering basis. The size of each project shall be in the range of 25 kWp to 500 kWp only. One project may, however, comprise several rooftop units, each of which may separately connect with the grid and have separate meter.

A single developer can bid for minimum 1 MWp and maximum 10 MWp capacity.

The fixed ceiling tariff under gross metering for over 25 years shall be the weighted average tariff of large-scale solar projects of 5 MW and more, discovered through competitive bidding in the previous financial year and adopted by the commission plus an incentive of 25%. In case no bidding is done in the previous financial year, the rate of last bidding shall be applicable.

Scope of work

The selected developers shall be responsible for design, engineering, manufacture, supply, storage, civil work, erection, testing and commissioning. They shall also provide operation and maintenance to the project for a period of 25 years from the date of commissioning.

In compliance to the Ministry of New and Renewable Energy’s directive on preference to Make in India products in public procurement, all the solar modules for the projects must be sourced from domestic manufacturers. The domestic content requirement for the balance of system such as inverters is 40%.
