CERC calls for proposals to study useful life and CUF of solar projects

The Central Electricity Regulatory Commission (CERC) has decided to engage a consulting agency to conduct a detailed study on solar thermal and solar PV projects after it received requests from stakeholders to reconsider the useful life and capacity utilization factor (CUF) of these projects as proposed in the draft regulations 2020.

The draft regulations (terms and conditions for tariff determination from renewable energy sources) were notified on June 23 for the control period from July 1, 2020 to March 31, 2023.

The selected consultant shall undertake detailed consultation with various stakeholders to assess the useful life and CUF of solar thermal and solar PV projects.

It shall assess the useful project life based on the international and national experience for life-cycle analysis. The CUF study must consider projects with and without storage, taking into account variations across different regions in India.

To be eligible, the applicant should have completed at least three assignments in the last five years of assisting State Electricity Regulatory Commission, Central Electricity Regulatory or the Ministry of New and Renewable Energy on renewable energy related matters. It should also have experience in advising on regulatory issues regarding renewable energy in general and renewable energy certificate mechanism in particular.

The last date for submission of proposals is December 15.
