India hits solar module manufacturing capacity of 63 GW

India has reached a solar PV module manufacturing capacity of around 63 GW as per the Approved List of Models & Manufacturers (ALMM) published by the Ministry of New and Renewable Energy. This information was shared by the Minister of State for New and Renewable Energy Shripad Yesso Naik in the parliament recently.

To increase domestic production of PV modules, the government has taken initiatives like Production Linked Incentive (PLI) Scheme for High Efficiency Solar PV Modules, domestic content requirement for subsidy support projects/schemes launched by the Ministry of New and Renewable Energy, preference to ‘Make in India’ in Public Procurement, and imposition of basic customs duty on import of solar PV cells and modules.

Under the PLI scheme for PV modules, Letters of Award have been issued for setting up 48,337 MW of fully partially integrated solar PV module manufacturing units. And as of Oct. 31, 2024, an investment of around INR 35,000 crore has already been made in projects awarded under this scheme.

For solar waste management, solar cell and module manufacturers are required to adhere to the E-Waste (Management) Rules, 2022. Asper these rules, solar PV module or cell manufacturers have been mandated to obtain registration, maintain inventory of solar PV modules, store the waste generated from solar PV modules/cells up to the year 2034-35 as per the guidelines laid down under the rules, file annual returns, comply with Standard Operating Procedures, and process the waste other than solar PV modules as per the applicable waste management rules. Further, recyclers of solar PV modules or cells are mandated to recover material as laid down by the Central Pollution Control Board (CPCB).

An online Extended Producer Responsibility (EPR) Portal has been developed for e-Waste management. All the producers, manufacturers, recyclers and refurbishers of e-waste are required to register on the online EPR Portal. As per information available on E-Waste EPR Portal, 552 numbers of solar panel and cell producers are registered, as on 29.11.2024, with CPCB.
